On June 25, 2009, Hua Hin Mayor Mr. Jira Phongphaiboon has presided over conference on promoting, reserving energy and environment projects at Naresdamri Auditorium. In attendace were Hua Hin Vice-Mayors Mr. Athikhun Bootying and Mr. Suwit Rianrungruang, municipal councilors, Deputy Municipal Clerk, Section Chief and community leaders, in total 90 participants.
Then, on Friday of June 26, 2009, all participants took a trip to Rayong Municipality to visit plastics recycling plant at which plastic garbage is convereted into fuel. At the plant, all in-put garbage was separated into various types before transforming process. Garbage separation could give 3 advantages; plastic garbage transformed into raw fuel before processing into distilling factory for stove oil, diesel and benzyl, secondly the rest of distillation would be fermented for Methane used for generating electricity, thirdly waste was processed for producing bio-fertilizer packed in sacks distributed to those farmers in Rayong Province.
Bio-fertilizer and energy producing project’s site of Rayong Municipality is located at Rayong City’s waste termination center, Samut Chedi Rd., Paknam Sub-district, Rayong Province, on 5 rai of area. For this project, Environment and Energy Development Foundation cooperated with Rayong Municipality has developed plastics recycling process thanks to financial support of Energy Promotion and Reservation Fund, totaling THB. 142,011,030. This project was composed of 3 tasks as follows;
- Developing local participation, including concerning business sectors and garbage sources in separating garbage into each type.
- Improving garbage managing system as well as collecting and transporting garbage.
- Building a factory for transforming bio-garbage into fertilizer and energy by using non-oxygen decaying technology, separated garbage from its sources, 60 tons of capacity per day.
The project was started in 2002, and completed in June 2004, while Rayong City Municipality and the Foundation was developing separation of garbage initialy from 3 communities, totaling 3,500 houses.
Later the garbage collecting system of Rayong City Municipality was improved by collecting waste directly from its source before transporting to the factory. The mentioned technology used for managing of garbage at the Rayong Municipality was done by inviting local shops and schools to join this project. In addition bio-garbage (food) is collected from houses, markets and other places and then is transformed into bio-fertilizerl.
This facts funding trip was very beneficial to all participants as they were able to see the garbage recycling process which can be applied to Hua Hin Municipal Recycling Plan which is at present under construction. Moreover, if the project of Hua Hin is successful, it will be the third plastics into fuel recycling plant in Thailand which will help preserve our environment.
